Labor Relations

 

Human Resource Services – Labor Relations provides advice, guidance and direction to employees, supervisors and administrators on a wide range of Labor Relations and collective bargaining matters.  The Labor Relations unit manages the relationship between the University and its organized bargaining units and associated unions. 

Labor Relations is responsible for managing:

  • Employee, supervisor and administrator labor relations questions
  • Addressing union organizing and employee representation matters
  • Contract/policy and procedure consultation, interpretation and administration
  • Collective bargaining
  • Grievance administration, investigation, mediation and arbitration 
  • Labor/Management relations and meetings
  • Labor/Management informal conflict resolution
  • Administrator and management training
  • Union requests for information

Bargaining Unit 18 - Facilities Operations, Custodial Services

Bargaining Unit 18 at Washington State University consists of all full-time and regular part-time non-supervisory employees in Facilities Operations, Custodial Services Unit, at the Pullman campus of Washington State University, excluding supervisors, confidential employees and all other employees.

Bargaining Unit 1 - Western Washington and Wenatchee Tree Fruit Research and Extension Center

Bargaining Unit 1 at Washington State University consists of all full-time and regular part-time civil service employees of Washington state University Western Washington and certain employees of the Wenatchee Tree Fruit Research and Extension Centers, excluding confidential employees, internal auditors, and all other employees.


EXCEPTIONS to the "west of the Cascade Mountains" definition include the Maintenance Mechanic 1 and Maintenance Mechanic 2 positions at the Wenatchee Tree Fruit Research and Extension Center (TFREC). No other Job classes at the Wenatchee TFREC are included in the bargaining unit.

The following positions are specifically EXCLUDED from the unit:

Secretary position reporting to the chief Administrator of Western Washington Research Extension Center (WWREC) and its entities;

Secretary position reporting to the Administrator of the Extension Unit at Western Washington Research Center in Puyallup;

Supervisory position directly responsible to the chief Administrator of the WWREC and its entities for all research and physical plant budgets, purchases and disbursements;

Supervisory position directly responsible to the Chief Administrator of the WWREC and its entities for supervising all farm and maintenance crews and scheduling job assignments at the main center and its outlying entities;

Supervisory position directly responsible to the Chief Administrator at WWREC and its entities for maintaining the physical plant poultry operation at WWREC and the direct supervision of all poultry plan support personnel;

Secretary position reporting to the Chief Administrator of the Northwest Washington Research and Extension Unit at Mt. Vernon, Washington;

Secretary position reporting to the chief Administrator of the southwestern Washington Research and Extension Unit at Vancouver, Washington

 
Bargaining Unit 2 - Service Employee Supervisors on the Pullman Campus

Bargaining Unit 2 at Washington State University consists of all full-time and regular part-time supervisory civil service employees of Washington State University engaged in service work, excluding confidential employees, internal auditors, and all other employees.

Bargaining Unit 12 - Dining Services

Bargaining Unit 12 at Washington State University consists of all full-time and regular part-time classified staff in Washington State University Dining Services, excluding supervisors, confidential employees and all other employees.

Bargaining Unit 13 - Facilities Operations Maintenance and Utilities and Construction Services 

Bargaining Unit 13 at Washington State University consists of all full-time and regular part-time nonsupervisory employees in the Construction Services, Maintenance and Utilities divisions within the Facilities Operations Department of Washington State University, excluding supervisors, confidential employees and all other employees.

Bargaining Unit 15 - College of Sciences Technical Services (Instrument and Electronic Shops)

Bargaining Unit 15 at Washington State University consists of all full-time and regular part-time nonsupervisory employees in the Instrument and Electronics Shops in the Technical Services Division of the college of Sciences of Washington State University, excluding supervisors, confidential employees and all other employees.
