The Public Employee Benefits Board (PEBB) sponsored DCAP and FSA programs help employees save money on your out-of-pocket health and dependent day care costs.

Flexible Spending Arrangement (FSA)

Setting aside a portion of your pay with an FSA reduces your annual taxable income and makes it easier to pay for out‑of‑pocket health expenses. The full amount you elect for the calendar year is available on your first day of coverage, giving you upfront access to funds for eligible costs. Your FSA can be used for deductibles, copays, coinsurance, dental and vision expenses, and many other qualified items. You can also use your FSA to pay for health care expenses for your dependents, even if they are not enrolled in your PEBB medical, dental, or vision plan. Additionally, if you re‑enroll for the next plan year, you may roll over a portion of unused FSA funds, allowing you to retain some remaining dollars for future eligible expenses.

Dependent Care Assistance Program (DCAP)

Similar to an FSA, a DCAP allows you to set aside a portion of your pay on a pre‑tax basis, reducing your annual taxable income while helping you cover out‑of‑pocket dependent care expenses. DCAP reimburses qualified costs so you and your spouse (if married) can work, attend school, or look for work; however, employees with a stay‑at‑home spouse are not eligible to enroll. Eligible expenses include babysitting, daycare, prekindergarten programs, and certain registration fees. Qualifying dependents may include children under age 13 who meet IRS dependent criteria, a spouse who is physically or mentally incapable of self‑care, or another IRS‑recognized dependent who is unable to care for themselves. DCAP funds do not rollover to the next benefit year, so be sure to use all that you set aside to avoid forfeiting dollars.
